How to publish an app on the App Store and Google Play from Oman: accounts, fees and review

To publish an app from Oman, your company needs an Apple Developer Program membership for the App Store, at 99 US dollars a year, and a Google Play Console account, at a one-time 25 US dollars. Enrol both as an organisation, in the company's name: Apple and Google ask for a D-U-N-S number, a free nine-digit business identifier from Dun & Bradstreet, a working website on your domain and an email at that domain. Organisation accounts on Google Play skip the 12-tester, 14-day closed test that new personal accounts must run. Then each app passes store review before it goes live. OGB Labs is a website and ecommerce development company in Muscat, Oman, and handles store setup and submission as part of every app it builds.

Step by step: from company to live app

  1. Check your company is a legal entity. Apple accepts companies, partnerships and similar legal entities, not trade names or branches. In Oman that means the entity on your commercial registration.

  2. Get a D-U-N-S number. Look up your company first: Dun & Bradstreet may already have assigned one. If not, request it free through Apple's D-U-N-S lookup. Allow time: in our projects it has taken from several days to two weeks. Use exactly the legal name and address on your commercial registration.

  3. Set up a domain email and website. Apple asks for a public, working website on a domain linked to your organisation. A social media page or a placeholder page is not accepted.

  4. Enrol in the Apple Developer Program as an organisation. The person enrolling must have authority to sign legal agreements for the company, and an Apple Account with two-factor authentication.

  5. Create a Google Play Console organisation account and verify the organisation's details.

  6. Invite your developer. Add your app agency to both accounts with a team role. Do not hand over the account holder login.

  7. Prepare the store listing in English and Arabic: app name, description, screenshots for each device size, a privacy policy URL, and the privacy and data-safety answers each store asks for.

  8. Submit for review. Apple says most submissions are reviewed within 24 hours, and Google typically reviews within a few days. Plan for a rejection and a second round on a first launch.

Organisation or personal account?

Enrol as an organisation. The app then shows your company's name as the seller, the account belongs to the business rather than an employee, and on Google Play you avoid the rule for personal accounts created after 13 November 2023: a closed test with at least 12 testers opted in for 14 days in a row before you can apply for production, as Google explains in its testing requirements.

A personal account suits a solo developer. For a business it creates a risk: if the person leaves, the app's account leaves with them.

Who should own the developer accounts

  • Your company, always. The account holder role should belong to a director or a long-term employee, using an email on your domain.
  • Your agency gets a team role with the access it needs to build and submit. When the project ends, you remove its access. Nothing has to be transferred.
  • An app published under an agency's own account must be transferred later, which takes time and can lose reviews or settings. Avoid it from the start, as our guide to choosing a web development company recommends for domains and hosting too.

Payments inside the app

  • Physical goods and services, such as food delivery, retail orders or bookings, are paid through your own payment gateway. Apple and Google take no commission on these. Our guide to payment gateways in Oman compares the options.
  • Digital goods and subscriptions used inside the app, such as premium features or digital content, generally must use Apple's In-App Purchase and Google Play Billing, and carry the store commission.
  • Read the current rules before you design the checkout: Apple's App Review Guidelines and Google's Payments policy.

Why apps get rejected on a first submission

  • The app crashes, or a reviewer cannot log in. Always give the reviewer a working demo account.
  • Missing or wrong privacy details: no privacy policy, or data-safety answers that do not match what the app collects. Our guide to Oman PDPL compliance for apps covers what the policy must say.
  • An app that is only a website in a wrapper, with little to do beyond what the website offers.
  • Accounts that cannot be deleted. Both stores expect users who can create an account in the app to be able to delete it.
  • Placeholder text, broken links or screenshots that do not show the real app.

( FAQ )

Questions people ask.

How much does it cost to publish an app from Oman?

The store fees are 99 US dollars a year for the Apple Developer Program and a one-time 25 US dollars for a Google Play Console account. Building the app is the main cost; see our guide to mobile app cost in Oman.

Do I need a D-U-N-S number in Oman?

Yes, to enrol as an organisation with Apple, and for a Google Play organisation account. It is free from Dun & Bradstreet, and Apple offers a lookup and request tool. Use the exact legal name and address on your commercial registration.

Can I publish an app without a company?

Yes, with a personal account in your own name. On Google Play, new personal accounts must run a closed test with at least 12 testers for 14 consecutive days before going public. For a business, an organisation account is the better choice.

How long does App Store review take?

Apple says most submissions are reviewed within 24 hours. Google Play reviews usually take a few days. A first launch often needs a second round after a rejection, so allow a week or two.

Should the app be published under my account or the developer's?

Your company's account. Give your developer a team role. An app on an agency's account has to be transferred later, which takes time and can lose settings.

Do Apple and Google take a cut of my sales?

Only on digital goods and subscriptions sold inside the app, where small businesses pay 15% on both stores up to 1 million US dollars a year. Physical goods and services paid through your own gateway carry no store commission.
