Web development, apps and software in Saudi Arabia
Updated
What is specific to building for Saudi Arabia
- Payments: Mada debit cards are the most used online payment method, so a gateway with Mada support is essential. HyperPay, Moyasar, PayTabs and Checkout.com are common, with STC Pay and Apple Pay widely used, and Tabby and Tamara for buy-now-pay-later. Our guide compares payment gateways in Saudi Arabia, and Shopify in Saudi Arabia covers the store set-up.
- Arabic first: Saudi consumer sites are Arabic-first with English second. Design in right-to-left from the first wireframe.
- Hosting and data: some sectors and public-sector work require data to be hosted inside the Kingdom. We confirm the requirement per project and choose hosting accordingly; see Saudi data residency and cloud hosting. Every site that collects personal data must also meet SDAIA's Personal Data Protection Law; see Saudi PDPL compliance for websites and apps.
- E-invoicing: VAT-registered businesses must issue invoices from compliant systems, and ZATCA's Phase 2 waves now reach businesses above SAR 187,500. Stores, ERPs and point of sale must connect to Fatoora. See ZATCA e-invoicing Phase 2.
- VAT: a Saudi business must register with ZATCA once taxable sales pass SAR 375,000 in 12 months, and foreign stores, apps and marketplaces selling to Saudi consumers must register from their first sale. See Saudi VAT registration for online sellers.
- Domains: .sa and .com.sa domains are registered through the Saudi Network Information Center's licensed registrars, with a Saudi administrative contact. See .sa domain registration.
- E-commerce rules: the E-Commerce Law sets what a store must display, a seven-day return right and a 15-day delivery rule, with fines up to SAR 1,000,000. See Saudi E-Commerce Law requirements for online stores.
- Delivery: a large country with strong same-day expectations in Riyadh, Jeddah and Dammam, served by regional couriers with tracking APIs.
- WhatsApp and phone remain primary channels, so AI agents that handle enquiries in Arabic have a clear return.

How we work with clients in Saudi Arabia
Discovery happens in Riyadh or online. We design in Arabic and right-to-left from the first wireframe, confirm during discovery whether data must be hosted inside the Kingdom, and choose a gateway with Mada support for any store. Projects are fixed-price after discovery and released weekly. Clients own the code, the .sa domain and the accounts. A monthly care plan covers monitoring, updates and improvements after launch.
