# Click-to-WhatsApp ads in Oman: turning Instagram and Facebook ads into WhatsApp leads

> A click-to-WhatsApp ad is an Instagram or Facebook ad that opens a WhatsApp chat with your business instead of a website. For Omani businesses, where customers already expect to ask questions and book on WhatsApp, it is often the shortest path from an ad to a lead. To run one you need a Meta ad account and a Facebook Page linked to your WhatsApp Business number; you choose an objective such as Engagement, Leads or Sales, set WhatsApp as the destination, and write a greeting with quick-reply prompts in Arabic and English. On Meta's pricing rules, when someone messages you from one of these ads on the WhatsApp mobile app and you reply in time, a free entry point window opens for up to 7 days, during which Meta does not charge for your template or service messages; you still pay for the ads. The funnel works only if someone answers within minutes, so most businesses pair it with an AI agent that replies at once and hands serious leads to staff. Each chat that starts from an ad carries the ad's details and a click ID, which lets you report leads and sales back to Meta so it can find more buyers. This guide from OGB Labs, a web, AI and marketing agency in Muscat, explains each step with links to Meta's documentation.

## Why WhatsApp ads suit businesses in Oman

In Oman, many customers would rather send a WhatsApp message than fill in a form or call. They want to ask about price, availability or location in their own words, in Arabic or English, and get an answer on the phone they already have in their hand. Clinics, real estate agents, car dealers, salons, training centres and online stores in Muscat, Sohar and Salalah already take much of their business this way.

A click-to-WhatsApp ad shortens that path. Instead of sending someone from Instagram to a website, where they must find a contact button, the ad opens a chat directly. Meta describes these ads as sending people who click "directly into conversations with your business in WhatsApp" ([Meta for Developers](https://developers.facebook.com/documentation/ads-commerce/marketing-api/ad-creative/messaging-ads/click-to-whatsapp)).

The trade-off is that a chat is not yet a lead. A form gives you a name and a need; a chat gives you a person waiting for an answer. The rest of this guide is about turning those chats into qualified leads and sales you can measure.

## How a click-to-WhatsApp ad works

The ad itself looks like any other Instagram or Facebook ad: an image, video, carousel or slideshow, with a button such as Send message. When someone taps it, WhatsApp opens with a chat to your business number and a message ready to send. Once they send it, the conversation is yours to answer from the WhatsApp Business app or, for larger teams and automation, from the WhatsApp Business Platform (API).

Meta's developer guide lists which campaign objectives can send people to WhatsApp and what each can optimise for ([Meta](https://developers.facebook.com/documentation/ads-commerce/marketing-api/ad-creative/messaging-ads/click-to-whatsapp)).

**Campaign objectives that can send people to WhatsApp**

| Objective | What Meta can optimise for | Good for |
| --- | --- | --- |
| Engagement | Conversations, link clicks | Starting as many chats as possible; required for ads with call prompts |
| Leads | Conversations | Service businesses that qualify enquiries in the chat |
| Sales | Conversations, offsite conversions, link clicks, impressions, reach | Stores and businesses that report purchases back to Meta |
| Traffic | Conversations, landing page views, link clicks, impressions, reach, post engagement | Mixed campaigns that also send people to a website |

## What you need before the first ad

- A Meta ad account, ideally inside a verified business portfolio, with a payment method.
- A Facebook Page linked to your WhatsApp Business number. Meta's Business Help Center explains how to [connect a Page to WhatsApp](https://www.facebook.com/business/help/1583303048513172); the developer guide lists "a Facebook page with WhatsApp number linked" as a requirement ([Meta](https://developers.facebook.com/documentation/ads-commerce/marketing-api/ad-creative/messaging-ads/click-to-whatsapp)).
- An Instagram professional account connected to the same Page, so the ads can run on Instagram under your brand.
- A WhatsApp Business number. The free WhatsApp Business app is enough to test with one or two people answering. If several staff answer, you want an AI agent, or you need to report leads back to Meta automatically, use the WhatsApp Business Platform. Our guide to a [WhatsApp AI chatbot in Oman](https://www.ogblabs.com/guides/whatsapp-ai-chatbot-oman) compares the two.
- Someone responsible for replies at the hours the ad runs, or an automated first reply that collects the details and promises a time for a human answer.

## Setting up the campaign

1. In Meta Ads Manager, create a campaign with the Engagement, Leads or Sales objective. Leads with conversations is a sensible start for most service businesses.
2. At the ad set level, choose messaging apps as the conversion location and select WhatsApp, then pick your connected number.
3. If you also answer on Instagram Direct or Messenger, consider selecting more than one destination. Meta says each person is then sent to the app they are most likely to use, and reports that in its own tests across 734,000 businesses in the second half of 2024, multiple destinations showed about 9% lower cost per message and 11% higher conversion rate than one destination, without guaranteeing results ([Meta](https://www.facebook.com/business/ads/click-to-message-ads)).
4. Set the audience to Oman, or to the governorates you serve, and the languages you answer in. Keep targeting broad at first and let the conversations tell you who buys.
5. Write the greeting, the pre-filled message and up to a few quick-reply prompts (next section).
6. Build creative for both languages: separate Arabic and English ads usually read better than one bilingual image. Show the offer, the price in OMR if you can, and the place.
7. Publish. Meta reviews every ad before it runs; the status shows as pending review until it is approved ([Meta](https://developers.facebook.com/documentation/ads-commerce/marketing-api/ad-creative/messaging-ads/click-to-whatsapp)).

## The first message decides the lead

Meta lets you control three things in the chat window: a greeting from the business, the message that is pre-filled in the customer's text box, and ice breakers, which are tappable prompts shown with the greeting. The default pre-filled text is "Hello! Can I get more info on this?", and you can change it ([Meta](https://developers.facebook.com/documentation/ads-commerce/marketing-api/ad-creative/messaging-ads/click-to-whatsapp)). The greeting can also carry a button to call, view your website, view your catalogue, or open a WhatsApp Flow, a short in-chat form; Flows used in greetings must be simple, single-screen forms.

Use these to start qualifying from the first tap:

- Pre-fill a message that names the offer, for example "I want the Ramadan teeth-whitening offer", so you know which ad the person came from even before you read the referral data.
- Make ice breakers the questions that sort leads: "Price and packages", "Book a visit", "Talk to someone". Write them in the language of the ad.
- Keep the greeting short, name the business and say when a person will reply, especially outside working hours or on Fridays.
- If you need the same three details from everyone, such as area, budget and date, a single-screen Flow collects them in one step instead of five messages.

## What WhatsApp charges for chats that start from ads

There are two separate costs: the ad spend you pay Meta for impressions, and the WhatsApp messages you send. Meta's pricing page sets the message rules, and they changed on 1 October 2026, so older advice may be wrong ([Meta](https://developers.facebook.com/documentation/business-messaging/whatsapp/pricing)).

- Free entry point window. If a person messages you from a click-to-WhatsApp ad using the WhatsApp Android or iOS app, and you reply within the customer service window, Meta opens a free entry point window that may remain open for up to 7 days from your reply. While it is open, Meta does not charge for marketing, utility, authentication or service messages. Chats started from WhatsApp on desktop or web do not qualify.
- The window belongs to the business and customer pair, not to one account, so if an agency runs the ads and your team replies from the same number, the window still applies.
- Service messages are charged again. Meta made service messages free from November 2024, then resumed charging for them from 1 October 2026 with a free tier of 1,000 service messages per business phone number each month, which resets monthly and does not roll over.
- One exception: Meta says messages from its own Meta Business Agent product are still charged inside the free window.
- We do not quote per-message prices for Oman because Meta updates its rate cards; read the current figures on [Meta's pricing page](https://developers.facebook.com/documentation/business-messaging/whatsapp/pricing).

## Reply in minutes, not hours

Someone who taps an ad and sends a message is interested now. If the reply comes the next morning, they have often already messaged a competitor whose ad they saw the same evening. This is the most common reason click-to-WhatsApp campaigns in the Gulf look expensive: the ads work, the replies do not.

Three set-ups work, depending on volume. A small business can answer from the WhatsApp Business app with saved quick replies, labels for each stage and a clear owner. A busier team can use a shared inbox on the WhatsApp Business Platform so several people answer one number. And a business that gets chats around the clock can put an AI agent in front, answering in Arabic and English at once, asking the qualifying questions and passing serious leads to staff with a summary. Our guide to [AI lead qualification and follow-up](https://www.ogblabs.com/guides/ai-lead-qualification-follow-up) explains how that hand-over works.

## Tracking each lead back to the ad

When a message arrives from a click-to-WhatsApp ad, the WhatsApp Business Platform includes a referral object in the webhook. It carries the ad's ID, URL, headline and text, the media type, the greeting text and a ctwa_clid, the click ID created when the person tapped the ad ([Meta](https://developers.facebook.com/documentation/business-messaging/whatsapp/webhooks/reference/messages/contacts/)). Store these fields with the contact in your CRM, so every lead shows which ad and which message brought it.

Two limits apply. The referral object is missing for chats that did not start from an ad, and Meta omits ctwa_clid for messages from ads shown in WhatsApp Status. Plan your reports so those chats are counted as unattributed, not lost.

The click ID is what lets you tell Meta which chats became customers. Meta's Conversions API accepts business messaging events: you send the event, such as a lead or a purchase, with action_source set to business_messaging, messaging_channel set to whatsapp and the ctwa_clid in user_data, unhashed ([Meta](https://developers.facebook.com/documentation/ads-commerce/conversions-api/parameters)). Reporting real outcomes lets the Sales objective optimise for buyers rather than for people who only say hello.

Meta also offers automatic event detection for businesses onboarded through a partner's Embedded Signup. If you opt in, Meta uses regular expressions and natural language processing to spot lead and purchase events in new chats that start from click-to-WhatsApp ads, and sends a webhook your system can report through the Conversions API. It is opt-in, set in Meta Business Suite, and not available in the EU, UK or Japan ([Meta](https://developers.facebook.com/documentation/business-messaging/whatsapp/embedded-signup/automatic-events-api)). Decide whether you are comfortable with it before switching it on, and tell customers in your privacy notice.

## Privacy and Oman's data protection law

WhatsApp tells users that when a chat starts from an ad, Meta may receive limited information, such as how many messages and calls they have with the business, but not the content of the messages or their name and phone number, and that this applies to chats opened within seven days of interacting with the ad ([WhatsApp Help Center](https://faq.whatsapp.com/785493319976156)). What your business then stores is your responsibility.

Oman's Personal Data Protection Law applies to the names, numbers and details you collect in these chats. Say in your privacy notice that you use WhatsApp, what you store and why, ask before adding someone to marketing lists, and keep marketing templates for people who have agreed to receive them. Our guide to [PDPL compliance for websites and apps in Oman](https://www.ogblabs.com/guides/oman-pdpl-compliance-websites-apps) covers consent and transfers in more detail; take legal advice for your sector.

## Do not forget the website

Not everyone taps an ad. Many people search first, see your Google Business Profile or an AI answer, visit the website and only then message you. Put a WhatsApp button on every service page, use a pre-filled message that names the page, and tag the link so you can see in Google Analytics which pages start chats. Our guide to [measuring AI search traffic in GA4 and Search Console](https://www.ogblabs.com/guides/measure-ai-search-traffic-ga4-search-console) explains how to set up the events.

Paid chats and organic chats should land in the same inbox and CRM, with the same qualifying questions, so you can compare cost per qualified lead across [Google Ads and SEO](https://www.ogblabs.com/guides/google-ads-vs-seo-oman) as well as Meta ads.

## Common mistakes

- Running ads at night and on weekends with nobody, and no agent, answering.
- Leaving the default pre-filled message, so every chat says the same thing and nobody knows which offer the person wants.
- Optimising only for conversations, then judging the campaign on sales that were never reported back to Meta.
- Bilingual creative crammed into one image instead of separate Arabic and English ads.
- Not saving the referral data, so leads in the CRM cannot be traced to an ad.
- Sending marketing templates to everyone who ever messaged, without consent, which risks blocks and breaches of the PDPL.
- Assuming chats are free forever: the free window lasts up to 7 days, and service messages beyond the monthly free tier are charged.

## Checklist for a click-to-WhatsApp campaign in Oman

1. Link your Facebook Page and Instagram account to the WhatsApp Business number you will answer from.
2. Decide who answers and when, and set up an AI agent or an away message for the hours no one is free.
3. Choose the objective: Leads for enquiries, Sales if you will report purchases back to Meta.
4. Write separate Arabic and English ads, each with its own pre-filled message and ice breakers.
5. Save the referral data, including ctwa_clid, with every contact in your CRM.
6. Mark each chat as qualified, booked or sold, and send those events to Meta through the Conversions API.
7. Review weekly: cost per conversation, share of conversations that qualify, time to first reply and cost per sale.
8. Keep your privacy notice and marketing consent up to date under the PDPL.

## How OGB Labs helps

We plan and run click-to-WhatsApp campaigns for Omani businesses in Arabic and English, and build the parts that make them pay off: an AI agent on the WhatsApp Business API that replies in seconds and hands serious leads to your team, a CRM that keeps the ad source of every chat, and Conversions API reporting so Meta learns which chats become customers. ## Frequently asked questions

### What is a click-to-WhatsApp ad?

An Instagram or Facebook ad whose button opens a WhatsApp chat with your business instead of a website. The person sends a pre-filled message and the conversation continues on WhatsApp.

### Do I need the WhatsApp Business API to run click-to-WhatsApp ads?

No. You can run them with a WhatsApp Business app number linked to your Facebook Page. The WhatsApp Business Platform (API) is worth it when several people answer, when you want an AI agent, or when you want to report leads and sales back to Meta automatically.

### Are WhatsApp messages free when the customer comes from an ad?

Often, yes. If the customer messages from the WhatsApp mobile app and you reply within the customer service window, Meta opens a free entry point window of up to 7 days in which it does not charge for your messages. You still pay for the ads, and chats from WhatsApp desktop or web do not qualify.

### Did WhatsApp pricing change in October 2026?

Yes. From 1 October 2026 Meta resumed charging for service messages, with 1,000 free service messages per business phone number each month. The free entry point window for chats from click-to-WhatsApp ads continues to apply.

### Which objective should an Omani business choose?

Leads optimised for conversations is a good start for service businesses. Choose Sales once you can report purchases back to Meta, so it optimises for buyers. Engagement suits campaigns that only need to start chats or use call prompts.

### How do I know which ad a WhatsApp lead came from?

On the WhatsApp Business Platform, messages from these ads include a referral object with the ad's ID, headline, URL and a click ID called ctwa_clid. Save it in your CRM. A unique pre-filled message per ad also helps when you use the app.

### Can I run the ads in Arabic?

Yes. Write separate Arabic and English ads, each with its own greeting, pre-filled message and ice breakers, and answer in the language the customer writes in.

### What happens to customer data from these chats?

WhatsApp says Meta may receive limited information about chats that start from ads, such as message counts, but not the message content, name or phone number. The data your business stores falls under Oman's Personal Data Protection Law, so cover it in your privacy notice and get consent before marketing.
